The Banff Winter Carnival was conceived in 1916 through the efforts of Banff businessman Norman Luxton and police magistrate Barney Collison. A winter-sports festival was already in place, but the businessmen were anxious to expand it and bring more people to Banff during the winter months. In February 1917, the Banff Winter Carnival began. Winter recreation was its key element, but there was also the excitement of ice palaces, western Canada/USA Carnival Queen contestants, masquerade balls, beard-growing contests, and swimming races at the Cave and Basin.
